Does this mean he doesn't like me?

Ok so this guy asked me out and i said yes. It's my first relationship. We texted like all day every day! But one day my phone broke and had to get a new phone. I got his number and texted him 'hey'. He didn't respond for a long time and still hasn't responded. I tried calling him but it went straight to voicemail. This has been going on for at least two weeks maybe longer. Does this mean he doesn't like me anymore and wants to break up with me?
